(Fugro) is providing this <br /> letter requesting regulatory case closure at the above site(Figures 1 and 2). A remediation system shut <br /> off request and confirmation soil boring workplan were prepared by Fugro,and submitted to the San <br /> Joaquin County Public Health Services, Environmental Health Division (SJCPHS/EHD) on September <br /> 29, 1995. However, based on an evaluation of recent reports, regulatory communications, and <br /> technical publications, it is the professional opinion of Fugro and Shell that the remediation systems <br /> operated at the site have reached both the technical and resource limits of feasibility and that no further <br /> remedial or investigative action (including ground water monitoring) should be performed at the site. <br /> Fugro and Shell request the concurrence of the SJCPHS/EHD to discontinue operation of the <br /> remediation systems at the site and grant regulatory case closure. <br /> Site Description <br /> The site is located in a predominantly commercial area of Stockton, California. The site is <br /> bound on the north by Channel Street, on the south by Weber Avenue, on the east by El Dorado <br /> Street, and on the west by Center Street. This property is partially underlain concrete support deck <br /> that covers a portion of the Stockton Deep Water Channel. An automotive repair shop and parking lot <br /> currently occupy the site. The site is the future location of a 14-story commercial building which is <br /> scheduled to be the beginning of the revitalization of the downtown Stockton area(RESNA, 1991a). <br /> x <br /> 9347301 LBRP <br /> A member of the Fugro group of companies with offices throughout the world <br />
