Isorena <br /> CALIFORNIA RWQCB <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A <br /> Sacramento, California 95827-3098 <br /> RE: Request for Site Closure/No Further Action Required <br /> 222 North El Dorado Street, Stockton, California <br /> Dear Mr. Isorena: <br /> Enclosed you will find the June 30, 1997 Additional Phase II Environmental Assessment by Santochi <br /> & Bravante (S&B). This purpose of this assessment was to characterize the extent of a past <br /> petroleum release at the subject property. As the Environmental Risk Manager for American Savings <br /> Bank(ASB), it is my opinion that the site has been sufficiently characterized and, therefore, on behalf <br /> of ASB I hereby request site closure. <br /> While the assessment details the analytical data in support of this request, the history of the property <br /> and the investigatory work may help put the analytical data into perspective. <br /> In 1961 State Savings constructed the present improvements on the subject property as a savings <br /> branch and administrative offices. At the end of 1988, ASB acquired title to the property and <br /> subsequently consolidated the savings branch with a nearby branch. <br /> By 1991 ASB commenced initial efforts to market the vacant building and underlying real estate. <br /> ASB engaged Clayton Environmental in 1991 to perform a Phase I Environmental Site Assessment. <br /> At Clayton's recommendation, ASB hired Clayton to install a groundwater monitoring well at the <br /> southwestern boundary of the subject property to determine whether impact from nearby leaking <br /> underground storage tank (LUST) sites had reached ASB's property. San Joaquin County <br /> Environmental Health provided oversight. <br /> By 1995, ASB engaged CRC Environmental Risk Management (CRC) to help characterize the site <br /> sufficiently to obtain site closure. In the course of the development of the scope of work for Phase <br /> II activities, CRC discovered that the subject property was formerly an auto garage which may have <br /> dispensed gasoline. This discovery prompted soil borings through the floor of the basement. Several <br /> rounds of borings through the floor of the basement have now resulted in data which shows the <br /> limited nature of an historical release, a release which must have occurred prior to construction of <br /> the present improvements in 1961. <br /> 17877 Von Karman,3" Floor, P.O.
