F <br /> Since 1991, ASB has been unable to consummate a sale of the property due to the unresolved <br /> environmental status of the property although many parties, including the City of Stockton, have <br /> expressed high levels of interest. ASB did lease the building to a private school for a time, but tenant <br /> disputes led to unlawful detainer proceedings and the removal of the tenant from the property. <br /> While I understand that the RWQCB cannot'consider certain factors in granting closure, I would like <br /> to point out the financial impact to ASB. ASB has been unable to sell this fallow asset to otherwise <br /> willing buyers resulting in lost opportunity costs. Additionally, ASB has incurred carrying costs to <br /> manage, maintain, repair and secure the building. Finally, ASB has expended in excess of$100,000 <br /> on environmental consultants between 1991 and 1997 to investigate the hydrocarbon impact at the <br /> site. <br /> It is my sincere hope that the RWQCB concurs with this request for closure based on the data in <br /> S&B's assessment and the low risk nature of residual hydrocarbons.
