222 N. EI Dorado page 2
Sites with only soil contamination may be evaluated by PHS-EHD. If the Responsible
Party request a "No Further Action" letter from PHS-EHD, then a written agreement
would have to be entered into as outlined in the enclosed Article 4.2 of Chapter 1, Part
2, Division 1 of the Health and Safety Code. Sites that have impacted the groundwater
will be referred to the CVRWQCB.
Source determination and site characterization are minimum requirements needed by
any lead"agency in order to evaluate whether or not remedial actions or further
investigation are required. Without a known source of contamination for this site, it is
the intention of PHS-EHD to guide you, as a voluntary responsible party, to a position
so that a closure evaluation can be made. If the Responsible Party does not comply
with PHS-EHD requests, the site will remain on the contaminated site list and be
referred to the CVRWQCB.
Your work plan is approved with the above noted conditions. The appointment to start
the field work on October 25, 1996 has been confirmed and your permit has been
issued.
Thank you for your continued cooperation and you may contact Michael infurna at (209)
468-3454 should you have any questions.
Donna Heran, REHS, Director
Environmental Health Division
Michael Infurna Jr., Senior REHS Margaret Lagorio, REHS
LOP/Site Mitigation Unit IV Supervisor
MI/
enclosure
c: CVRWQCB -Wendy Cohen (w/o encl)
c: American Saving Bank - Brian Walker, 17877 Von Karman Ave., Irvine, CA
92714 (w/o encl)
