EI Dorado St. <br /> Stockton, CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) <br /> has reviewed the recently submitted workplan to advance four soil probes in the area of <br /> the elevator in the basement of the building and has the following comments. <br /> Similar soil gathering techniques in other elevator investigations have accurately <br /> identified the source contaminant when at least one soil boring/probe was actually <br /> advanced into the soil directly below the elevator into the soil surrounding the hydraulic <br /> shaft. If at all possible, PHS-EHD recommends that you contact the elevator <br /> maintenance company and arrange to have the elevator safely positioned so that one <br /> of the proposed soil sampling probes can be advanced in this area. <br /> The proposed methods for analyzing the soil should be at detection limits similar to <br /> those of current underground tank requirements. Total Petroleum Hydrocarbons (TPH) <br /> analysis should utilize groundwater detection limits of 50.0 ug/I (parts per billion) and <br /> 0.5 ug/I for Benzene, Toluene, Ethylbenzene, and Xylene (BTEX). Soil detection limits <br /> for TPH should be at 1.0 mg/kg (parts per million) and at 0.005 mg/kg for the BTEX <br /> constituents. The EPA methods and preparations you noted in the work plan are <br /> acceptable. <br /> PHS-EHD appreciates American Savings Bank's willingness to voluntarily investigate <br /> this site and responds to your work plans with the understanding that recommendations <br /> made in letters such as this one will provide guidance in obtaining the information <br /> required to make the decision that no further action is required at the site. <br /> Under an agreement with the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB), sites not eligible to enter the Underground Tank Local Oversight Program <br /> (LOP) may be investigated and characterized under PHS-EHD guidance in preparation <br /> for review and evaluation by the CVRWQCB. <br /> A Division of San Joaquin County Health Care Services <br />
