We also have reviewed the case file the site. <br /> The NFA request was submitted in accordance with Appendix B (No Further Action Requests) of the <br /> Tri-Regional Board Staff Recommendations for Preliminary Investigation and Evaluation of <br /> Underground Tank Sites. The Health Risk Assessment(HRA), which was conducted by Ms. Teri <br /> Copeland and Mr. Jim Van de Water, assesses risks to human health and potential impacts of residual <br /> contaminants in soil beneath the site to groundwater. The HRA was conducted in accordance with the <br /> Department of Toxic Substances Control and U.S. Environmental Protection Agency guidance. We had <br /> no comments on the Appendix B submittal,but provided comments on the HRA. In a 25 June 1999 <br /> letter, Ms. Copeland and Mr. Van de Water adequately addressed our comments on the HRA. <br /> From 1917 to 1956, the site was used as an automotive repair facility which also dispensed gasoline. <br /> State Savings and Loan constructed a two-story office building at the site in 1961 and operated it as a <br /> bank until 1982. American Savings and Loan used the building from 1984 to 1988. The building is <br /> currently vacant. Groundwater testing for oxygenates including methyl tertiary butyl ether(MTBE) showed <br /> nondetectable levels.
