Clayton <br /> ';4iRo%,,,gNT�L <br /> r�T���Lri�rS <br /> 1.0 <br /> American Savings Bank retained Clayton Environmental Consultants, Inc. to conduct <br /> a Phase I environmental assessment of its bank building located at 222 El Dorado <br /> Street in Stockton, California. The assessment was authorized by Mr. Allerton F. <br /> Blake, American Savings project manager, on January 16, 1991, with Purchase Order <br /> No. 38308. It is our understanding that American Savings is considering the sale of <br /> this property. <br /> Mr. Sami Malaeb, Clayton environmental engineer, conducted the site inspection on <br /> January 18, 1991. <br /> 1.1 PURPOSE <br /> Clayton performed this study to provide an independent, professional opinion on the <br /> environmental conditions and potential environmental risks, if any, associated with the <br /> site. Appropriate industry standards were used in keeping with innocent landowner <br /> and due diligence requirements, under the Superfund Amendments and <br /> Reauthorization Act (SARA) of 1986. <br /> 1.2 SCOPE OF WORK <br /> The assessment included the following: <br /> • A visual inspection for evidence of underground storage tanks <br /> • A visual inspection for the presence of equipment that may contain <br /> polychlorinated biphenyls (PCBs), such as electrical transformers and capacitors <br /> • A visual survey for significant sources of asbestos-containing materials (no <br /> sampling was performed) <br /> • An evaluation of onsite hazardous substance storage <br /> • An overview of current uses of surrounding properties <br /> • An evaluation of historical site and adjacent property use through a review of <br /> readily available aerial photographs and building and planning records <br /> • A review of relevant regulatory agency files to locate any historical information <br /> on area uses that may have impacted environmental conditions at the site <br /> • An interview with Mr. Gary Yocum, American Savings vice president and <br /> manager <br /> • Collection of a drinking water sample and analysis for total lead <br /> • A review of other information necessary and appropriate to make the statements <br /> and reach the conclusions set forth here <br /> -1- <br /> 3342"rep <br />
