J, <br /> ' August 11 , 1987 <br /> Mr Den Ueda � r <br /> `a. <br /> Dr n' s Auto Repair r a? <br /> ,081 South E1 Dorado, Building A <br /> Stockton, California 95203 <br /> Dear Den: <br /> With reference to our conversation on August 4. rega s-rig the <br /> sup!:er unleaded tank system: As explained, a . tank system may <br /> reflect failure , but the major compon_e-nt , the tank, may not be <br /> leaking . Normally, a leaking . tank is very evident when an <br /> inventory control has been in continual operation. Based upon our <br /> test , the tank "system" failed . The system included all lines <br /> (i . e . . vent , phase two , supply, phase one., and fill) , and also <br /> included any plugs on top of the tank . A system may also reflect <br /> failure it it has a vapor trap . - Normal vapor traps occurwhen -the <br /> tank can not be vented from both ends (i .e . , .fill tube on one end <br /> and! the vent tank exit on the opposite end) . Also, some tanks <br /> have manways in the tank that can leak and can cause vapor traps . <br /> Unfortunately, the cure for all of the above' is to uncover <br /> the, tank from end to end and conduct a visual inspection and <br /> pressure line test from the tank exit point to a point above. <br /> grade . As , a side note , this is also the time to consider the <br /> installation of recepticals for electronic tank monitoring . Also , <br /> thi's is the time to install the- pipe line leak detectors now <br /> required on pressure lines by the new tank regulations . <br /> After a test reflects a failure, the tank owner/operator is <br /> obl!ligated to advise the San Joaquin County Local Health Department <br /> of the failure , as well as what remedial action is to be <br /> undertaken .
