Mr. Harlin Knoll QRION <br /> San Joaquin County Environmental Health Division <br /> 13 November 2001 <br /> 0 <br /> Page 2 <br /> i <br /> Previous site investigation activities have shown that the soil beneath the subject site was <br /> once impacted with total petroleum hydrocarbons as gasoline (TPHg) and methyl tert- <br /> butyl ether (MTBE). Groundwater beneath the site has had detectable concentrations of ' <br /> TPHg and gasoline and its components including benzene, toluene, ethylbenzene, and <br /> xylenes (BTEX) and MTBE. <br /> A total of four groundwater monitoring wells were installed by Orion on January 2000 <br /> (MW-1, MW-2, and MW-3) and April 2001 (MW-4). Recently, groundwater monitoring <br /> has indicated that minimal or no detectable concentrations of TPHg, BTEX, and MTBE <br /> have been detected in groundwater at the site. A groundwater monitoring program has <br /> been in place since January of 2000 and five sampling rounds have been conducted for <br /> wells MW-1, MW-2, and MW-3 as directed by the SJCEHD. In addition, two rounds of <br /> groundwater samples have been collected from downgradient well MW-4 also per the <br /> agency's request. <br /> A compilation of recent analytical data compared to previous investigation results was <br /> submitted to the SJCEHD in a letter requesting site closure dated 27 June 2001 . Based on <br /> this request and an evaluation of information provided by BFS to the agency, a letter <br /> confirming the completion of site investigation and remedial action was issued by the <br /> SJCEHD on 10 October 2001 . According to a 30 October 2001 fax from the SJCEHD, an <br /> official no further action letter will be issued upon the removal and abandonment of the <br /> four monitoring wells. <br /> OBJECTIVE AND SCOPE OF WORK <br /> The objective of the planned well removal and abandonment program is to permanently <br /> remove the four active groundwater monitoring wells. The following tasks shall be <br /> completed to implement this program: <br /> ❑ Obtain well destruction permits from the SJCEHD. <br /> ❑ Obtain encroachment permits from the City of Stockton. <br /> ❑ Update the site-specific Health and Safety Plan and monitor health and <br /> safety during field activities. <br /> it <br /> [S:\BFS\Stockton\WKP\WKP004.docJ 11/13/01 <br />
