El Dorado, Stockton, California <br /> February 2+ 1994 Site Assessment Report--RMI 207201 Page 2 of I2 <br /> 1.0 PURPOSE AND SCOPE <br /> The general purpose of ongoing site activity, as defined by the U S Environmental <br /> Protection Agency, is to satisfy the December 22, 1998, UST system upgrade and/or <br /> closure requirements as defined in 40 CFR Part 280 21 The purpose as defined by <br /> California Water Quality Control Board -- Central Valley Region is to delineate the areal <br /> (lateral and vertical) extent of contamination surrounding the former UST excavation The <br /> ' specific work plan was designed to delineate existing soil contamination and evaluate the <br /> Potential for a vapor extraction remedial system This report presents those findings <br /> The scope of the proposed work plan dated October 6, 1993, and approved by Mr Harlin <br /> Knoll of the SJCEHD on October 11, 1993, included installation of five soil borings <br /> surrounding the UST excavation to depths necessary to define contamination One of the <br /> borings was to be completed as a 4-inch vapor extraction well The signed well permit <br /> application is included in Appendix 8 2 Five-foot interval sampling, systematic sample <br /> selection, and analyses including EPA and California Department of Health Services <br /> ' (CADHS) Methods 8015M, 8020, and 5520 were also included within the scope of <br /> proposed work <br /> A soil vapor extraction pilot study was also proposed in the October 6, 1993, work plan <br /> Following field activity, Ryan-Murphy determined that the delineation would be completed <br /> prior to determining the applicability of the pilot study The findings reported herein will <br /> be utilized in the preparation of a Soil Remediation Plan <br /> ' 2.0 SITE DESCRIPTION AND HISTORY <br /> The referenced property is located at 400 North El Dorado Street, Stockton, California <br />' The facility is located in Township 1 North, Range 6 East (at 37057'25" Latitude and <br /> 121017'23" Longitude) as depicted on the USGS Stockton West, CA 7 5-minute <br /> topographic quadrangle (Appendix 8 1) <br /> This facility, which originally provided gasoline filling services, is inactive and has been <br /> vacated by Bridgestone/Firestone, Inc , which leased the facility from the owner -- D S <br />' Wasserman Trust, Sacramento, California <br /> On April 25, 1991, Ryan-Murphy, Incorporated supervised the removal of 12 underground <br /> storage tanks (USTs) and appurtenant piping from the facility The tanks were believed <br /> to have been used for storing leaded gasoline and used motor oil Laboratory analyses of <br /> soil samples collected from the UST excavations satisfied regulatory compliance <br /> objectives at all locations except the area surrounding tanks 4 and 5.
