r <br /> • Ms Scheutzow <br /> Page 3 <br /> September 21, 1990 <br /> The parts room is located in the northeast corner of the property building The concrete floor in the <br /> parts room contains small scattered areas of minor oil stains A room, used for the storage of new <br /> tires, is located adjacent to the parts room The room contains a second and third level for new tire <br /> storage The concrete floor on the first level of the room contains small scattered ares of minor oil <br /> staining A wood framed mezzanine is located above the work room area The floor in the mezzanine <br /> contains a few minor stains, which appear to be oil stains The mezzanine area was empty <br /> An air compressor room is located below the parts room, in a small basement area This room <br /> contains two air compressors, with associated hoses and piping, an above ground air compressor tank, <br /> and an old boiler Mr Grach stated that he believed that the boiler was used in retreading tire <br /> processes which took place at the facility in the 1920's and 30's The boiler did not appear to be <br /> currently in use The concrete floor in the air compressor room was heavily oil stained, and oil <br /> appears to be leaking from both of the compressors <br /> Mr Grach stated that he thought that during the 1920's the facility was a self serve gasoline and oil <br /> station, and contained several gasoline and new oil underground storage tanks (USTs) He also stated <br /> that various weights of new oil were pumped through hoses from the USTs to a station where <br /> customers could fill their automobiles with selected oil types <br /> TRC reviewed architectural plans of the Firestone facility,dated 1930 and 1967 The pians from 1930 <br /> show three gasoline USTs located adjacent to the curb line along El Dorado Street The pians <br /> indicated that two of the USTs have a capacity of 7,200 gallons and one has a capacity of 1,200 <br /> gallons The plans also show the location of eight Bowser 65-gallon lubricant USTs, with associated <br /> Bowser fill boxes and pipes These USTs are shown east of the gasoline USTs A 1,000-gallon tank 4 <br /> is shown on the south exterior wall of the building, adjacent to one of the structural pillars The <br /> contents of the tank, and the type of tank (UST or above ground storage tank) is not specified A I/- <br /> 294-gallon <br /> 294-gallon Firestone waste oil UST and a 1,200 gallon fuel oil UST are shown at the northern end of <br /> the facility <br /> The plans from 1967 show that the three gasoline USTs, located adjacent to N El Dorado Street was <br /> abandoned and filled in September, 1967 The fill material is not specified on the plan The plans <br /> also show two 558-gallon tanks located directly to the north of the gasoline USTs The plans show 1 <br /> one of these 558-gallon tanks as filled in 1967, and the other approved for use as a waste oil tank <br /> The previous use of the USTs was not specified The 1,200-gallon UST, at the north end of the I <br /> building, was shown as containing oil The 294-gallon Firestone waste oil UST, shown at the north <br /> end of the building in the 1937 pian was not shown in the 1967 plan The general location of the <br /> eight Bowser lubricant USTs is shown on the 1967 plan but the actual USTs are not shoe n <br /> There are no vent pipes on the exterior of the building and no fill plates for any of the USTs shown <br /> on the plans There were no transformers observed on the property Mr Grach assisted TRC with <br /> the Firestone Environmental Questionnaire The Firestone Environmental Questionnaire addresses <br /> some of the above issues The completed questionnaire is included in Appendix A <br /> ASBESTOS INVESTIGATION <br /> TRC collected one bulk material sample in the men's restroom of the sales area to evaluate the <br /> asbestos content in the floor tile The floor tile was continuous throughout the sales area and the <br /> restrooms Other suspect asbestos-containing materials(ACM)such as structural fireproofing,ceding <br /> T?C <br />
