ro • Ms Scheutzow Page 2 September 21, 1990 at the south end of the service bay The pit has two levels, each of them below the service bay floor level The bottom concrete level of the alignment pit was heavily oil stained The upper level of the alignment pit contains minor oil stains on the concrete surface The concrete floor area is cracked in several places, and contains minor continuous oil stains throughout the service bay An asphalt surface also connects to the concrete floor in the service bay, and continues up to the edge of the building adjacent to N El Dorado Street. Minor oil stains were observed scattered throughout the asphalt surface A work room is east of the service bay area A shelf is located along the western wall of the room The concrete floor in the immediate vicinity of the shelf is heavily oil stained This area also contains automobile parts which include old radiators,starters,alternators, water pumps, wheel rims, and used tires The concrete floor in the general vicinity of these automobile parts contains areas of minor to heavy oil stains. A small closet, at the south end of the work room,contains numerous oil rags laying on the concrete floor. The concrete floor in the closet is heavily oil stained An empty 55-gallon Quaker State oil drum is located adjacent to the closet The concrete floor immediately adjacent to the drum contains minor oil staining A used tire rack is located along the eastern wall of the work room, and extends along most of the entire length of the room The concrete floor in the vicinity of the rack contains areas of minor scattered oil stains A tire machine is located at the central area of the work room Adjacent to the tare machine is a small container tank Mr Paul Grach, Assistant Manager, stated that the tank is filled with water combined with a soap, which acts as a lubricant to allow an easy release of tires from wheel rims whsle using the tyre machine The concrete floor in the vicinity of the tire machine and water tank contains minor to moderate oil stains The central area of the work room also contains two 16-gallon containers of Kendall automatic transmission fluid(one container was full, and the other 1/3 full), a full 55-gallon drum of mineral spirits, and a full 16- gallon container of Kendall Gear lube The concrete floor in the general area of these containers is moderately oil stained A metal rack, containing new and used batteries is also located in the central area of the room The concrete floor in the immediate vicinity of the rack contains white staining The central area in the work room also contains a mobile 16-gallon waste oil container, and an empty 16-gallon container of Kendall automatic transmission fluid The concrete floor in the immediate vicinity of these containers is heavily oil stained Two Quaker State containers with attached pumps, approximately 70 gallons each, are along the western wail of the room Mr Grach stated that the containers are being used as waste oil storage tanks Mr Grach also stated that the waste oil from the containers is removed by a company he thought was called Cal Waste Oil The concrete floor in the immediate vicinity of the two tanks is heavily oil stained, and waste oil appears to be leaking from both of the containers Absorbent material is on the floor around the containers A flush and fill system, and a mop bucket filled with what appears to be waste oil, are located adjacent to the two tanks The concrete floor in the immediate vicinity of the mop bucket and flush and fill system is severely oil stained A large above ground Kendall 270-gallon new oil tank, with connecting hose Imes, is also along the western wall of the room The concrete floor ,n the vicinity of the new oil tank appears moderately oil stained However, the staining appears the same as the surrounding floor area, and no fresh oil leaks were observed immediately adjacent to the tank A small room is located adjacent to the work room The room contains a work table and various hand tools The concrete floor in the room contains moderate staining throughout the room A bathroom is located adjacent to the small room The concrete floor to the bathroom is heavily oil stained A small pan containing what appears to be waste oil is located on the concrete floor outside the 1#0 bathroom The concrete floor in the immediate vicinity of the pan is moderately oil stained No floor drams were observed in the work room, or the other two small rooms 72C
