3.0 HEALTH AND SAFETY PERSONNEL <br />' The following sections briefly describe the health and safety personnel responsibilities for <br /> the proposed field activities at the site <br /> 3.1 Health and Safety Officer <br /> The site health and safety officer (HSO) is responsible for implementing the HSP The <br /> HSO's specific health and safety duties include the following <br /> ❑ Conduct safety briefings and site-specific training for onsite personnel <br /> ❑ Modify and/or develop new procedures whenever site or environmental <br /> conditions change as a result of either natural causes or site operations <br />� . ❑ Investigate any accidents and incidents that occur at the site <br /> ❑ Stop work if it is determined that an imminent safety hazard or potentially <br /> dangerous situation exists Implementing evacuation procedures, including <br /> shutting down appropriate equipment, removing equipment from <br /> downwind areas, and coordinating necessary emergency services on site <br />' 3.2 Project Manager <br />' The project manager is responsible for overall operations during onsite field work The <br /> project manager is directly responsible for the implementation of the HSP and for the <br /> protection of surrounding facilities <br />' The project manager's specific health and safety duties include the following <br />' ❑ Manage the development and implementation of the site-specific HSP, <br /> perform periodic onsite inspections to ensure that the HSP is being followed <br />' 5\BFS\STOCKTON\HSP001 J 10/15/99 3-1 <br />
