June 23, 1999 ENVIRONMENTAL <br /> Mr Harlan Knoll <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br /> 304 E Weber Avenue, Yd Floor <br /> Stockton, Cahforma 95202 <br /> SUBJECT: ADDITIONAL INFORMATION FOR ENVIRONMENTAL CLOSURE <br /> Former Bndgestone/Firestone Facility <br /> BFS Property No 127434 <br /> 400 North El Dorado Street <br /> Stockton, California <br /> QST Project No. 64-98090 <br /> Dear Mr Knoll <br /> QST Environmental Inc , (QST) is submitting this Additional Information for <br /> Environmental Closure for the former Bridgestone/Firestone, Inc (BFS) facility located <br /> in Stockton, California QST believes that along with tins additional information and <br /> the previous investigations, this should be enough evidence for the San Joaquin County <br /> Public Health Services — Environmental Health Division (SJCPHS-EHD) and the <br /> Central Valley Regional Water Quality Board (CVRWQCB) to confidently grant <br /> environmental closure Background information and the additional environmental <br /> information are described in the following sections <br /> BACKGROUND <br /> SITE HISTORY <br /> Architectural plans dated January 17, 1930, show underground storage tanks (USTs) 1 <br /> through 3, along El Dorado Street, one 1,000-gallon UST along Lindsey Street, eight <br /> 65-gallon bowser USTs located east of USTs 1 through 3, one 294 gallon used oil UST <br /> east of truck pit and one 1,200-gallon fuel oil UST located near the warehouse wall <br /> Architectural plans dated September 18, 1936, show USTs 1 through 5, along El <br /> Dorado Street, one 1,000-gallon UST along Lindsey Street and one 1,200-gallon fuel <br /> oil UST located near the warehouse wall Since the 294-gallon used oil tank near the <br /> truck pit was not shown on the 1936 drawing, it may not have been installed. <br /> In October 1967, Tanks 1 through 4 were closed in place A letter from the BFS <br /> Stockton Store Manager to the BFS Real Estate Department stated that these tanks were <br /> closed in place and Tank 5 was approved for used oil storage Also a letter from the <br /> Stockton Fire Department stated that these tanks were abandoned properly in 1967 An <br /> ,* internal memo from BFS dated August 20, 1990, states that the remaining underground <br /> 3545 Howard Way,Second Floor,Costa Mesa,CA 92626-1418,Phone 714.426.9000,FAX 714.426.9027 <br /> Formerly Environmental Science&Engineering,Inc <br />
