Mr Harlin Knoll (DR I ON
San Joaquin County Environmental Health Division
7 July 2000
. Page 5
telephone conversation with the California Water Service on 20 June 2000, manager Mike
Camy indicated that there are no production wells located in the vicinity of the site and
definitely none within a 2,000-foot radius of the site
Summary of the Site Monitoring Program
As directed by the SJCEHD, BFS has complied with the agency request to collect
additional site information from the previous fuel and used oil operations conducted at the
' site A comparison of analytical data from this effort and that of previous consultants who
performed investigations at the site show concentration of hydrocarbon constituents in the
sods at the site below regulatory goals or standards Ground-water monitoring wells were
placed at locations agreed to by the agency to determine the extent of soil and
groundwater impacts As presented above, soil and groundwater impacts from previous
site operations are limited in extent and below regulatory objectives For the constituents
found, degradation by natural attenuation from the bacterial action in moist, shallow sods
is likely
The site data were evaluated against the California Water Resources Control Board's
r. (CWRCB's) guidance document, Guidelines for Investigation and Cleanup of MTBE and
Other Ether-based Oxygenates, dated 27 March 2000 The site's MTBE concentrations
below 8 µg/I in groundwater and its distance (greater than 2,000 feet) from a drinking
water well indicates that a low risk site classification should be assigned Therefore, BFS
believes that the site assessment objectives have been met and the site should be formally
approved as closed Following written acceptance of site closure, BFS will close the
monitoring wells and restore the surfaces around the well boxes to their previous
condition
Rationale for Site Closure
Bridgestone/Firestone is requesting site closure based on the following factors
❑ Future and/or ongoing sources of gasoline and its constituents, specifically
MTBE, including USTs, related piping, and impacted soil in the vicinity of
the USTs have been removed or properly closed in place at the site
• ❑ Analytical data collected during well installation activities indicate
concentrations of TPHg, BTEX, and MTBE in the site sods that would fall into
S\BFS\STOCKTON\LTR\LTR004 DOC 7/7/00
P
