POTENTIAL EQUIPMENT FAILURE & SECONDARY CONTAINMEAT
40 CFR 112.7(b)&(c)
Tanks. The aboveground storage tanks have a potential discharge of 40,000 gallons total. The AST's
have secondary containment in the form of double wall tanks which have a total capacity of 44,000
gallons, which will hold the discharge in the scenario of a complete tank failure.
Product Transfer Area. The loading area for the aboveground tanks has a potential for discharge in case
of a tank overfill with a potential discharge of 100 gallons. There is also a potential discharge in the case
of a loading hose failure with a potential discharge of 100 gallons. The secondary containment is diked to
control the flow of a potential discharge, keep the product contained with Spill Sorbents and has a
containment capacity of 2510 gallons.
CONTIGENCY PLAN
40 CFR 112.7(d)
It has been determined that the use of secondary containment and readily available spill equipment is
practical and effective for this facility.
INSPECTIONS AND RECORDKEEPING
40 CFR 112.7(e)
Daily visual inspections of the property are conducted to examine:
• All tanks and related piping and connections for breakage and/or leaks
• Valves to make certain that they are securely closed where appropriate
• The tank storage area for excessive accrnnulation of water
• Portable containers to ensure lids secured if necessary
In addition, monthly inspections are performed in accordance with written procedures developed for the
facility by the owner and/or engineer. Written inspection procedures and monthly inspections are
maintained with the SPCC Plan for 3 years.
All SPCC inspection records are retained for a minimum of 3 years at the facility. One complete copy of
the inspection records and other related customary business practices is kept in the Manager's Office
within the convenient store.
Tanks and related valves and piping are visually inspected on a monthly basis for evidence of:
• Corrosion
• Leakage
• Cracks
• Excessive rain water in the tank area or secondary containment
• Oily residue or debris in the tank area or secondary containment
• Confirmation that all necessary valves are closed
See Attachment 5 for the facility Monthly Visual Inspection Form.
9
