PERSONNEL♦.TRAINING FOR DISCHARGE PREVENTION PROCEDURES <br /> 40 CFR 112.7(f} <br /> Kuldeep Singh, the facility manager, is the designated emergency coordinator and is responsible for <br /> properly instructing the necessary employees in the operation and maintenance of equipment to prevent a <br /> discharge and this SPCC Plan. <br /> The designated emergency coordinator shall schedule and conduct spill prevention briefings for the <br /> necessary personnel at intervals frequent enough to maintain knowledge and skills adequate to execute the <br /> provisions of this SPCC Plan. The briefings shall review actual events that occurred on the site, <br /> equipment failures or malfunctions and any newly adopted preventive measures. All new(tires shall be <br /> trained on the provisions of this SPCC Plan. Discharge prevention briefings shall be scheduled at least <br /> annually. Sign-in sheets noting the topics of discussion at each briefing or training session shall be <br /> maintained. See Attachment 3. <br /> SITE SECURITY <br /> 40 CFR 112.7(g) <br /> The following safety measures are in place or are to be implemented: <br /> 1. Access to the facility is controlled by: <br /> a. Locked gates or doors during off-hours. <br /> b. Fencing and concrete block walls surround the tank area and retention pond. <br /> c. Required sign-on and authorization for non-employees(managed by office <br /> employees). <br /> d. Employees trained to challenge non-employees observed in oil-handling and other <br /> facility areas. <br /> 2. Fueling and oil dispensing nozzles are locked or otherwise secured from unauthorized use or <br /> access, <br /> 3. Tank loading connections are capped, locked or otherwise secured from unauthorized access. <br /> 4. Facility is equipped with security lighting(on timers, photocells or motion sensors and video <br /> cameras). Lighting and video surveillance is adequate to discourage vandalism and to aid <br /> discovery of oil discharges. <br /> 5. Wheel chock blocks are used in the transfer area to prevent premature vehicular departure. <br /> 6. Staff supervises loading and unloading at the transfer area and also from the carnera system in <br /> the store. <br /> CONFORMANCE WITH OTHER APPLICABLE REQUIREMENTS <br /> 40 CFR 112.7(1) — <br /> This SPCC Plan does not incorporate any additional requirements of the State of California or its <br /> agencies, city or county requirements or the requirements of the Fcderal El'A. <br /> 10 <br />
