(AGE) has prepared <br /> this Spill Prevention Control and Countermeasure Plan (SPCCP) Amendment to correct <br /> the violation noted within the 09 July 2018 aboveground petroleum storage act inspection <br /> that was conducted by the San Joaquin County Environmental Health Department <br /> (SJCEHD). <br /> INTRODUCTION <br /> In the aboveground petroleum storage act inspection conducted on 09 July 2018, SJEHD <br /> indicated a violation listed under item number 612. Violation number 612 indicated that <br /> secondary containment for the 55-galllon new oil drums was not addressed in the SPCC <br /> Plan. Secondary containment requirements are included in Section 4.0 under Discharge <br /> Prevention of the original SPCCP created on 10 December 2016. Below is the section <br /> pertaining to 55-gallon drum secondary containment and corresponding amendment. <br /> 4.2.2. Secondary Containment - 40 CFR 112.8 (c)(2) <br /> The operative diesel AST is double walled and installed on a concrete berm (sloped drive <br /> pad) with sufficient discharge capacity for all fuel and rainfall. With a total containment <br /> area and discharge capacity, which is sufficient volume for the largest tank and is <br /> designed to manage the precipitation around the AST.
