Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 6 of 45 <br /> • Commissioning or decommissioning of containers. <br /> • Replacement, reconstruction, or relocation of containers. <br /> • Replacement, reconstruction, or installation of piping. <br /> • Changes in oil product or service. <br /> • Construction or demolition that might alter secondary containment structures. <br /> • Revisions to standard operations or maintenance procedures at the facility. <br /> Amendments to the SPCC Plan made to address the above are referred to as technical amendments <br /> and must be certified by a Professional Engineer(P.E.). Non-technical amendments do not require <br /> a P.E. and can be done by the Chief Stationary Engineer of the Tesla Treatment Facility. Examples <br /> of non-technical amendments include the following: changes in the name or contact information <br /> of individuals responsible for plan implementation,and changes in the name or contact information <br /> of spill response or cleanup contractors. <br /> An amendment to the SPCC Plan made under 40 CFR§112.5(a) of the SPCC Rule must be <br /> prepared within six (6) months, and implemented as soon as possible, but not later than six (6) <br /> months following preparation of the amendment. The Chief Stationary Engineer of the Tesla <br /> Treatment Facility is responsible for initiating and coordinating plan revisions. <br /> 1.6.2 Plan Review and Evaluation Every Five (5) Years [40 CFR§112.5(b)] <br /> Under 40 CFR§112.5(b) of the SPCC Rule, the Tesla Treatment Facility must complete a review <br /> and evaluation of the SPCC Plan at least once every five (5) years from the date of the last plan <br /> review. The SPCC Plan amendment must include more effective preventive and control <br /> technology if the technology has been field-proven at the time of the review and will significantly <br /> reduce the likelihood of an oil discharge at the facility. SPCC Plan amendment requirements are <br /> as follows [40 CFR§112.5(b)]: <br /> • The plan amendment must be completed within six (6) months of the review. <br /> • The facility must implement the amended SPCC Plan as soon as possible,but no later than six <br /> (6)months following preparation of any amendment. <br /> • The facility must document the completion of the SPCC Plan review and sign a statement as <br /> to whether the SPCC Plan will be amended. A form for documenting completion of the plan <br /> review and including the statement specified in Section 40 CFR§112.5(b) is in Appendix B. <br />
