Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 8 of 45 <br /> 2.0 GENERAL PLAN REQUIREMENTS FOR ALL FACILITIES AND <br /> TYPES OF OIL [40 CFR§112.71 <br /> This section of the SPCC Plan provides the general requirements in the SPCC Rule. <br /> 2.1 Management Approval [40 CFR§112.7(a)(1)] <br /> SFPUC is committed to the prevention of discharges of oil to navigable waters and the <br /> environment and strives to maintain the highest standards of spill prevention, control and <br /> countermeasure. Therefore, this SPCC Plan <br /> does not cross-reference the plan's order of sections with the order used in the SPCC Rule. <br /> 2.2 Equivalent Measures for Non-Conformance [40 CFR§112.7(a)(2)] <br /> This SPCC Plan complies with all applicable requirements listed in 40 CFR§112.7(a)(2) of the <br /> SPCC Rule and does not propose equivalent measures for non-conformance. <br /> 2.3 Facility Description [40 CFR§112.7(a)(3)] <br /> The Tesla Treatment Facility is located at 9000 W. Vernalis Road in Tracy, California. The Tesla <br /> Treatment Facility is owned and operated by the SFPUC WSTD. Located in a primarily rural area <br /> of San Joaquin County, the Tesla Treatment Facility encompasses approximately 51 acres of land <br /> bordered on all sides by natural open space. The nearest neighbor is approximately 0.4 miles to the <br /> south of the Tesla Treatment Facility. <br /> In Appendix A, Figure A-1 shows the general location of the facility, and Figure A-2 shows the <br /> location of the facility on a topographic map from the United States Geological Survey,and Figure <br /> A-3 shows the physical layout of facility. <br /> Built and placed into operation in July 2011,the Tesla Treatment Facility was designed to treat up <br /> to 315 million gallons of drinking water daily for the 2.6 million residents of the San Francisco <br /> Bay Area. The San Joaquin Pipelines (SJPLs) convey water originating from the Hetch Hetchy <br /> Reservoir,from the Oakdale Portal where the Foothill Tunnel ends to the Tesla Valve House where <br />
