Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 16 of 45 <br /> The substation transformer on the south side of the Electrical Building is similarly located in a <br /> relatively flat area with low topographic relief and surfaced in part with concrete and pavement, <br /> and in part with pervious fill atop soil. Stormwater runoff and surface drainage is engineered to <br /> drain via the stormwater collection and conveyance system into the retention basin along the south <br /> side of the Tesla Treatment Facility. As is the case with the emergency power generation facility, <br /> spills or discharges at the substation transformer not captured by the transformer's housing and <br /> surrounding surface cover nor addressed by spill respondents,could potentially enter or impact the <br /> stormwater catch basin inlet located downslope of the facility and be diverted to the retention basin <br /> for drainage containment before potentially continuing offsite. <br /> The likelihood of a discharge from the emergency power generation facility or substation <br /> transformer escaping offsite is low given the daily inspection program performed by facility <br /> operators, availability of spill response materials and equipment onsite, and spill response training <br /> program provided to all facility operators at the Tesla Treatment Facility. <br /> 2.3.7 Countermeasures [40 CFR§112.7(a)(3)(iv)] <br /> In the unlikely event an oil spill or discharge escapes secondary containment, facility operators are <br /> trained to respond quickly and shut-down the affected equipment and stop the discharge, and then <br /> attempt to isolate the spilled product by using sorbents and other spill control materials. Spill <br /> containment kits, including absorbent and booms, are available for use by facility operators in the <br /> event of the discovery of leaking equipment. Depending on the size of the spill, facility operators <br /> will either clean up the spill using onsite resources, or otherwise contact the San Francisco <br /> Department of Public Health(SFDPH)to request outside assistance. Spill and cleanup records are <br /> kept in the Operations Building. <br /> SFDPH administers hazardous waste contracts for emergency cleanup operations and disposal of <br /> hazardous waste. SFDPH also files manifests and assists with Cal EPA registration. With respect <br /> to emergency response and clean-up, SFDPH has an emergency response hazardous materials unit. <br /> Appendix E provides an oil spill incident report form. <br /> Appendix F provides an inventory of spill response materials available onsite for use by facility <br /> operators and spill responders. <br /> 2.3.8 Methods of Disposal [40 CFR§112.7(a)(3)(v)] <br /> The disposal of all recovered spilled product, contaminated soil, used absorbent materials, and <br /> other spill response and cleanup materials is coordinated by the Chief Stationary Engineer in <br /> accordance to state and federal regulations, and the Hazardous Materials Business Plan for the <br /> Tesla Treatment Facility. Once a spill is discovered and stabilized if not contained by facility <br /> operators or spill respondents, the Chief Stationary Engineer is immediately contacted to that <br /> proper and timely containment, cleanup, recovery and waste disposal can proceed. <br />
