Spill Prevention, Control and Countermeasure Plan
Tesla Treatment Facility Page 23 of 45
2.5.6 Spills Within Secondary Containments
Spills that occur within secondary containments will be controlled with sorbent to the extent
possible and dealt with on a case-by-case basis by the Chief Stationary Engineer.
2.5.7 Spills Outside of Secondary Containments
Spills that occur outside secondary containments will be contained with booms or other barriers,
as well as with sorbent materials to the extent possible. These spills will be dealt with on a case-
by-case basis by the Chief Stationary Engineer.
2.5.8 Cleanup and Reporting
If the situation involves a small spill or leak, a facility operator trained in spill response will utilize
the appropriate Personal Protective Equipment as described in the facility's Hazardous Material
Business Plan, attempt to stop the spill, and place sorbent materials or other appropriate material
on and around the area of the spill or leak. If the situation involves a large leak, attempts should
be made by the facility operator to stop the spill or leak and control the movement of the discharge
such as by blocking the nearest storm drain inlet at risk of being impacted by the spill. In addition,
all visitors to the spill response scene must gain access through the Chief Stationary Engineer. At
his discretion, the Chief Stationary Engineer may limit access to the area if safety concerns exist
or for any other pertinent reason.
2.6 Prediction Discharge Analysis [40 CFR§112.7(b)]
Table 2-4 below provides the predicted volume, discharge rate, and anticipated flow direction in
the event of a spill or discharge of oil.
Figure A-4.1 through Figure A-4.4 in Appendix A show the storm drain inlets and stormwater
drainage pattern for the area encompassing the Tesla Treatment Facility.
Table 2-4: Major Equipment Failure Discharge Prediction
Maximum Volume Maximum Discharge Rate
Potential Event Released(gallons) (gallons per minute) Direction of Flow
Emergency Power Generation Facility
Failure of aboveground 8,000 gal Gradual to instantaneous Outer shell of double-
tank. wall tank.
Tank overfill. 1 to 120 gal 60 gal/min North of tanks and into
storm drain inlet,and
then south to retention
pond.
Pipe failure. 4,800 gal 20 gal/min North of tanks and into
storm drain inlet,and
then south to retention
pond.
