Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 31 of 45 <br /> 2.10.3 Spill Prevention Briefings [40 CFR§112.7(f)(3)] <br /> The dayshift supervisors provide spill prevention briefings frequently enough to ensure an <br /> adequate understanding by oil-handling personnel at the Tesla Treatment Facility. At a minimum, <br /> the supervisory operators conduct discharge prevention briefings for the oil-handling personnel at <br /> least once per year. Such briefings highlight and describe potential discharges as described in 40 <br /> CFR§112.1(b)of the SPCC Rule,potential malfunctioning components,proper loading/unloading <br /> practices, and any recently developed precautionary measures. <br /> The following is a list of training personnel receive annually: <br /> • Annual SPCC training. <br /> • Responding and handling of oil spills and leaks. <br /> • Related Hazardous Material Business Plan training. <br /> • New hire awareness training includes SPCC awareness. <br /> Records of training and spill prevention briefings are kept in the Operations Building. <br /> 2.11 Security [40 CFR§112.7(g)] <br /> The following security measures are in place to meet 40 CFR§112.7(g) of the SPCC Rule. <br /> 2.11.1 Site Fence <br /> The Tesla Treatment Plant is surrounded by seven (7)-feet tall steel security fencing with one(1)- <br /> foot tall, double barbed wire along the top of the fencing. The security fence encircles the entire <br /> facility and the main gated entrance is located off W.Vernalis Road. The entrance gates are locked <br /> when the facility is unattended. <br /> The facility is operational twenty-four(24)hours per day, seven(7) days per week. <br /> Other security controls implemented at the Tesla Treatment Facility include the following: <br /> • Oil storage tank and equipment gauges and sensors are alarmed and monitored via the <br /> Supervisory Control and Data Acquisition(SCADA) System. <br /> • Bollards are installed in front of the standby power generators, bulk storage tanks, and <br /> substation transformer. <br /> • Entrance gates to the facility are closed at all times. <br /> • Entrance doors to the facility are locked at all times. <br />
