Spill Prevention, Control and Countermeasure Plan Tesla Treatment Facility Page 31 of 45 2.10.3 Spill Prevention Briefings [40 CFR§112.7(f)(3)] The dayshift supervisors provide spill prevention briefings frequently enough to ensure an adequate understanding by oil-handling personnel at the Tesla Treatment Facility. At a minimum, the supervisory operators conduct discharge prevention briefings for the oil-handling personnel at least once per year. Such briefings highlight and describe potential discharges as described in 40 CFR§112.1(b)of the SPCC Rule,potential malfunctioning components,proper loading/unloading practices, and any recently developed precautionary measures. The following is a list of training personnel receive annually: • Annual SPCC training. • Responding and handling of oil spills and leaks. • Related Hazardous Material Business Plan training. • New hire awareness training includes SPCC awareness. Records of training and spill prevention briefings are kept in the Operations Building. 2.11 Security [40 CFR§112.7(g)] The following security measures are in place to meet 40 CFR§112.7(g) of the SPCC Rule. 2.11.1 Site Fence The Tesla Treatment Plant is surrounded by seven (7)-feet tall steel security fencing with one(1)- foot tall, double barbed wire along the top of the fencing. The security fence encircles the entire facility and the main gated entrance is located off W.Vernalis Road. The entrance gates are locked when the facility is unattended. The facility is operational twenty-four(24)hours per day, seven(7) days per week. Other security controls implemented at the Tesla Treatment Facility include the following: • Oil storage tank and equipment gauges and sensors are alarmed and monitored via the Supervisory Control and Data Acquisition(SCADA) System. • Bollards are installed in front of the standby power generators, bulk storage tanks, and substation transformer. • Entrance gates to the facility are closed at all times. • Entrance doors to the facility are locked at all times.
