Spill Prevention, Control and Countermeasure Plan <br /> Tesla Treatment Facility Page 30 of 45 <br /> 2.10.1 Training Requirements [40 CFR§112.70(1)] <br /> Annual spill prevention briefings are held by the Chief Stationary Engineer for all facility operators <br /> involved in oil operations. The briefings are aimed at ensuring continued understanding and <br /> adherence to spill prevention in the SPCC Plan. The briefings highlight and consider potential <br /> discharge events or equipment failures, malfunctioning components, equipment maintenance, and <br /> precautionary measures and best management practices at the Tesla Treatment Facility. Facility <br /> operators and other personnel have the opportunity during the briefings to share recommendations <br /> concerning health and safety, and environmental concerns encountered during facility operations. <br /> The training discusses requirements in the SPCC Plan, potential or past spill events and equipment <br /> failures, malfunctioning components, spill prevention and control measures, and spill response <br /> equipment and materials. Oil-handling personnel are trained to prevent spills, to identify <br /> conditions that lead to spills, and to discover and respond to spills quickly and effectively. The <br /> Chief Stationary Engineer ensures facility operators have received the appropriate training. <br /> In addition, facility operators are trained in the proper implementation of emergency responses <br /> procedures, and the proper handling and disposal of hazardous materials and waste in accordance <br /> with the Hazardous Materials Business Plan. <br /> Personnel involved in the transport of oil by means of forklift or other mechanized equipment are <br /> trained and certified in the operation of such equipment. Facility operators are trained to be <br /> proficient in the operating principles, pre-commissioning, start-up, normal operation, shut-down, <br /> and loading and unloading of the equipment and/or containers. <br /> Vendors whose employees are involved in oil operations at the Tesla Treatment Plant are trained <br /> in proper procedures to follow during handling,loading/unloading,and other operations involving <br /> oil products, and to perform such activities under the supervision of a facility operator. Service <br /> maintenance contractors are trained in the handling and loading/unloading of oil products when <br /> maintenance is performed in the standby power generators and bulk storage tanks facility or the <br /> substation transformer facility. <br /> Appendix H provides a training record form. Training records are kept in the Operations Building for <br /> a period of three (3)years. <br /> 2.10.2 Designate Accountable Person [40 CFR§112.70(2)] <br /> In accordance with 40 CFR§112.7(f)(2) of the SPCC Plan, the Chief Stationary Engineer is <br /> designated as the "accountable person" or Spill Coordinator at the Tesla Treatment Facility. The <br /> Chief Stationary Engineer is accountable for discharge prevention, allocating spill response <br /> resources, and implementation of the SPCC Plan. <br /> When not onsite or when off-duty, the Chief Stationary Engineer will assign responsibility to a <br /> trained operator and will remain on-call, capable of returning to the facility in the event of a spill. <br />
