1. INTRODUCTION <br /> This plan has been prepared in conformance with Stericycle's Environmental Health and Safety <br /> Program guidelines, California and Federal OSHA regulations, as well as state regulations regarding <br /> the operation of facilities deemed to operate by Permit By Rule in California. It addresses all activities <br /> associated with site operations at the Permanent Household Hazardous Waste Collection Facility <br /> (PHHWCF)located at 7850 South R A Bridgeford Street, Stockton, CA 95206. All workers and third <br /> parties working for Stericycle who work at the site will be required to comply with this Health and <br /> Safety Plan(HASP). All persons that work in the PHHWCF must sign the HASP REVIEW RECORD <br /> at the end of this document prior to engaging in any work. <br /> Education and outreach efforts targeted at residents and CESQG will emphasize that hazardous <br /> materials should be brought to the PHHWCF in sound, original containers; however,there is a chance <br /> that releases may occur. All minor releases (leaking bottles, etc.) will be handled by designated <br /> personnel with coordination through the onsite Project Manager. All absorbent material applied to <br /> contain and/or remedy the release will be collected and deposited into the appropriate container for <br /> proper disposal. If a leak is discovered, it will be controlled, and the vehicle carrying the leaking <br /> material will be escorted by the onsite Project Manager to a designated area for mitigation of the <br /> problem. <br /> The decision to implement the Emergency Action Plan will be at the discretion of the on-site Project <br /> Manager and shall be based on an "imminent" or "actual" threat to human health or environment. <br /> Imminent shall mean "likely to happen" in the Project Manager's judgment. <br /> For clarification, the following terms and their meanings are used throughout this document: <br /> • PM—Project Manager <br /> • OC—Operations Coordinator <br /> • LAB PACK — Packaging Method - Refers to the method that is used to place individual <br /> containers inside a larger container. I.e. Packaging material such as vermiculite is used to <br /> insulate and protect each individual container on all sides and each container is placed upright <br /> to prevent leaking or breakage. <br /> • HASP—Health And Safety Plan <br /> 1.1 OBJECTIVES <br /> All waste will be handled in a safe, efficient, and professional manner. This undertaking shall be <br /> performed in the following manner: <br /> • All personnel will conduct operations in a courteous and cheerful manner. <br /> • Each employee will be properly attired for each specific task and maintain a professional <br /> demeanor at all times. <br /> • All personnel will be knowledgeable of their duties and responsibilities. <br /> • Each work area will be overseen by a dedicated supervisor. <br /> • Work stations will be kept neat and orderly. <br /> • All operations will be executed in a safe manner. <br /> Page 4of41 <br />
