2.1 SITE SPECIFIC TRAINING <br /> AEROSOLS <br /> Sorting & Packing Compatibility Protocol <br /> Aerosol products are packaged in closed steel or aluminum cans that come in a variety of <br /> sizes and all have in common a propellant gas such as butane or propane. Aerosol <br /> propellants can be non-flammable but most of the propellant gases are flammable. It is the <br /> propellant and pressurization combined which classifies Aerosols as a Flammable Gas <br /> (Division 2.1). <br /> Re-use is the preferred materials management method because it conserves energy and <br /> resources and saves disposal costs. Aerosol paints (spray paint) and other household <br /> products which are intended for use by the general public AND are in reusable condition are <br /> reserved for beneficial reuse. Customers must be 18 or older, or accompanied by an adult, <br /> and must sign the Reuse Liability Waiver Form, as described in the County Reuse Policy, <br /> before taking any aerosol products from the HHW Facility Reuse Room. <br /> To be considered for reuse, products must meet the following Quality Assurance criteria: <br /> ■ the product is in the original container and appears to be uncontaminated <br /> ■ the container is at least half full <br /> ■ the label is intact and readable <br /> ■ the container is not compromised and is relatively clean <br /> ■ the product has not expired and is currently available over-the-counter <br /> ■ the product is not on the banned or restricted pesticide list, and is not a pesticide <br /> recommended for use on food crops <br /> Aerosol Products deemed not Re-Usable, will be managed in a safe manner to protect <br /> against accidental discharge, in accordance with the specific conditions outlined in 49 CFR § <br /> 173.306 (formerly US DOT-SP 12842): <br /> • Empty, partially used, and full household aerosol products in shall be protected <br /> against accidental discharge by employing the following controls: <br /> o Each aerosol container must be fitted with a protective cap to protect the <br /> valve stem/actuator, or if no protective cap is available, the valve <br /> stem/actuator must be removed from the can. <br /> o Each Aerosol container is physically inspected for cracks, corrosion and <br /> leaks. If the outer packaging is found to be compromised, it will be <br /> individually packaged to protect against discharge or leaking and then <br /> appropriately packed according to compatibility standards. <br /> Page 6 of 41 <br />
