CONSOLIDATED CONTINGENCY/EMERGENCY ACTION PLAN <br /> San Joaquin County <br /> Permanent Household Hazardous Waste Collection Facility <br /> June 21, 2019 <br /> This Contingency Plan will be implemented under any of the following circumstances: <br /> Fire and/or Explosion: <br /> • Fire could cause release of toxic fumes. <br /> • Fire could spread and possibly ignite materials stored on-site, or cause heat-induced explosions. <br /> • Fire could possibly spread to off-site areas. <br /> • Imminent danger exists that an explosion could occur, creating a safety hazard. <br /> • Imminent danger exists that an explosion could ignite other hazardous wastes on-site. <br /> • Imminent danger exists that an explosion could result in release of a toxic material. <br /> • Explosion has occurred. <br /> Spills or Material Release: <br /> • Spill could result in release of flammable liquids or flammable vapors, thus causing a fire or <br /> explosion hazard. <br /> • Spill could result in release of corrosive and/or reactive materials. <br /> • Spill could cause release of toxic vapors or fumes. <br /> • Spill cannot be contained on-site resulting in contamination of off-site pavement and/or soil <br /> and/or groundwater. <br /> Page 31 of 41 <br />
