PRE-EMERGENCY PLANNING <br /> 1. Chemical Spill <br /> i. In the event of a spill, release and/or discharge of hazardous materials, the on site <br /> staff will follow the Emergency Response Procedures as outlined in Section B of <br /> this Emergency Action Plan (EAP). <br /> ii. The Primary Emergency Coordinator(Project Manager) will be contacted; <br /> employees will evacuate the building and take with them any persons at the <br /> facility. Evacuation routes are posted in the facility and are included as <br /> Attachment A to this plan. <br /> 2. Chemical Exposure <br /> i. In the event that an employee, subcontractor, or any other person is accidentally <br /> exposed to a hazardous substance while on San Joaquin County property, and that <br /> person is not unconscious or experiencing severe respiratory problems, the person <br /> (with their permission)will undergo immediate decontamination before being <br /> transported(with their permission)to a medical facility (see Section G,below). <br /> Decontamination will include rinsing or cleaning the affected area with soap and <br /> water or sanitary wipes (if in the eyes rinse with eyewash for a minimum fifteen- <br /> minute period), and removal of any contaminated clothing. Locations of all <br /> eyewash/emergency showers are listed on facility site map in Attachment A. In <br /> the event that any person is unconscious, 911 will be contacted. <br /> ii. A Safety Data Sheet(SDS) for the HHW product or hazardous substance will be <br /> located and provided to the treatment facility. SDS are located adjacent to the <br /> hallway entrance into the office. If the SDS is not available on site, Stericycle <br /> staff will attempt to obtain them electronically through the internet or from the <br /> manufacturer of the product or substance. <br /> 3. Explosions or Fire <br /> i. In the event of a fire or explosion, all persons will evacuate the building. <br /> Evacuation escape routes and procedures are outlined below. <br /> ii. The Emergency Response Procedures will go into effect as outlined in Section B <br /> of this document. <br /> 4. Earthquake <br /> i. In the event of a large magnitude earthquake, all persons will immediately <br /> evacuate the building. Evacuation escape routes and procedures are outlined <br /> below. The Project Manager/Emergency Coordinator(EC), after consulting with <br /> County representatives, will determine if and when re-entry into the building is <br /> safe. <br /> 14.1 EMERGENCY RESPONSE PROCEDURE <br /> The following procedure shall be implemented for rapid, safe response and control of a <br /> fire or chemical spill. The person/employee who discovers an emergency situation will, <br /> to the best of their ability,make a quick initial hazard assessment regarding chemicals <br /> involved and any injuries and immediately notify the Emergency Coordinator(EC). <br /> 1.
