Mr Margowksi can be <br /> 40 reached at P.O Box 13648 , Sacramento, California 95853-4648, (916) <br /> 978-2485 <br /> SITE HISTORY <br /> The site was the Wheeler family residence since the turn of the <br /> century Regal Petroleum Corportation constructed a service <br /> station there in 1950 In July 1981, Wickland Properties took <br /> control of the site and leased at from the Wheeler family. On <br /> September 26, 1989 the UST' s and associated piping were removed <br /> and the site has undergone remediation since that time to the <br /> present <br /> Both residential and commercial property surround the site <br /> DISCOVERY OF UNAUTHORIZED RELEASE <br /> Wickland Properties, subcontracted Town & Country Contractors to <br /> perform the underground storage tank and product lane removal in <br /> accordance to the County Health guidelines . On September 26, <br /> 1989, Western Geo-Engineers (WEGE) monitored the site with a <br /> LEL/02 meter and a PID meter for health and safety purposes and <br /> obtained the required samples of the tank and product line <br /> excavations, see Table 4 . <br /> • Five 5 , 000 gallon single walled carbon steel underground storage <br /> tanks were removed by Town and Country Contractors on September 26 <br /> and 27, 1989, two regular gasoline, two unleaded gasoline and one <br /> super unleaded gasoline The bottom of the fzllup end of tank 4 <br /> appeared to have failed, (corrosion with possible pan hole) , <br /> sample T4A, see Table 4 and Figure 7A. <br /> Soil sampling of the tank excavation on September 29, 1989 , and <br /> the product lane trenches on October 5, 1989 , revealed that the <br /> soil was impacted with degraded gasoline, ranging to kerosene and <br /> fuel oil range hydrocarbons, see Work Plan revised November 13 , <br /> 1989 , and Table 4 <br /> A work plan was submitted and revised on November 13 , 1989, and <br /> the assessment of the site started. The April 22 , 1994 letter <br /> from Wickland Properties documents that tank tests and inventory <br /> records dad not indicate any leaks, see Appendix G Initial <br /> calculations of the volume of the release that remained an the <br /> soil after over excavation was 4025 pounds of gasoline range <br /> hydrocarbons, the estimate table, Table 2 , can be found on page 17 <br /> of UPDATE STATUS REPORT #6 , Dated July 26 , 1991 . This initial <br /> estimate was based on chemical results from the soil samples <br /> obtained from the UST excavation, product dispensing lane sampling <br /> and samples obtained from the soil sample borings SBI, SB2 , MW1 , <br /> MW2, MW3 , MW4 , MW5 and MW6 <br /> Update Status Report #15, dated February 9 , 1993 , provides another <br /> estimate of gasoline range hydrocarbons remaining an the soil <br /> after 2355 hours of operating the VES (98 days) , The estimate of <br /> page6 <br />
