El Dorado Street, Stockton, <br /> California. <br /> Dear Mr. Margowski: <br /> The following is the requested work plan for the "Authority to <br /> Construct and Permit to Operate" an in-situ vapor recovery system <br /> using activated charcoal to absorb and control the emissions from <br /> tho remediation of the remaining soil contaminated with gasoline <br /> range hydrocarbons. <br /> Due ' to the time frame at which the soil (vadose zone) must be <br /> remediated, the request for a "Variance" to immediately proceed <br /> with the construction and operation of the vacuum extraction <br /> system is necessary. The next scheduled meeting for a variance <br /> request is April 11, 1993. All work plans, permits, fees, etc. <br /> must be submitted to San Joaquin County Air Quality prior to April <br /> 1, 1991. <br /> INTRODUCTION <br /> Gasoline range hydrocarbons were known to exist beneath the pump <br /> island dispensors and undergound storage tank field. The tank <br /> excavation and product dispenser areas were overexcavated and the <br /> majority of contaminated soil was removed, aerated, and then used <br /> as compacted, engineered fill for the excavations. Pea gravel was <br /> first used to backfill the excavations to the 12 foot depth <br /> followed by the compacted native soil to the surface, see Figure <br /> 3A-Areas of pea gravel and wells. 0n October 8 and 9, 1990 three <br /> vapor extraction wells were installed into these excavated areas <br /> to the 40 foot depth using 2 inch BCH 40 PVC with 0.02 inch slot <br /> casing for the wells. <br /> , 4 On December 5, 1990, activated charcoal in 85 gallon tub scrubs <br /> were delivered to the site, and on December 6, 1990 the wells were <br /> s page 1 <br />
