The first <br />tank is a 5,000 -gallon diesel tank and the second tank is a 12,000 -gallon premium 91 -octane gasoline <br />tank. The UST's have underground piping that transition to aboveground piping, and once aboveground, <br />the piping runs underneath a pier and then over to a.dock, which has three dispensers. <br />On September 3, 2005, this facility experienced a piping failure under the dock, which led to an <br />unauthorized release of gasoline into the Delta, described below. <br />August 25, 2005, Donlee Pump, the contractor hired by Village West Marina, performed secondary <br />containment testing (Attachment 1). The piping sumps failed. Under -dispenser containment units could <br />not be tested, according to Donlee Pump, due to the movement of the docks. <br />On September 6, 2005, Ms. Michelle Le, Senior Registered Environmental Health Specialist, San <br />Joaquin County Environmental Health Department (EHD), spoke with Don Mathey of Donlee Pump <br />regarding this site. Mr. Mathey stated he was trying to reach Ms. Le to talk about the failed secondary <br />containment because he wanted to know what the EHD requirements would be to test the under - <br />dispenser containment units. Ms. Le informed him that a 24-hour lake test could be performed. Mr. <br />Mathey stated that one of his employees would be onsite to repair some piping on Friday (Sept 9, 2005) <br />and that he could start the test then. Ms. Le asked Mr. Mathey if the pipe being repaired on Friday was <br />related to the UST. Mr. Mathey said, "Oh no, it is just a general service call." <br />Ms. Le received a call on September 6, 2005, from Mr. Mike Spence with Village West Marina. Mr. <br />Spence said he had some UST pipe that failed and that he wanted to know how he should go about <br />obtaining a permit. Ms. Le provided Mr. Spence with the required permit application and noted that <br />work cannot begin until the permit is approved. <br />September 7, 2005, Ms. Le spoke with Don Mathey from Donlee Pump. He stated that Village West <br />Marina had a pipe break under the dock. Mr. Mathey wanted to know what the requirement would be <br />
