EI Dorado Street 5925 Terminal Apt. 1 <br /> Stockton , CA 95206 Riverbank, CA 95367 <br /> Subject: Quick & Save <br /> 1901 South EI Dorado <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Interim <br /> Remediation Work Plan — May 2010 (WP), dated May 24, 2010, and Remediation Cost- <br /> Feasibility Analysis (RCFA), dated July 1 , 2010 prepared by Advanced <br /> GeoEnvironmental, Inc. (AGE). <br /> In the RCFA, AGE concludes that Dual Phase Extraction (DPE) appears to be the most <br /> cost effective technology to be used at the site to mitigate petroleum hydrocarbon- <br /> impacted soil and groundwater. In the WP, AGE proposes to install a DPE remediation <br /> system utilizing existing site wells EW-1 , MW-3, and VW-1 though VW-4 and proposed <br /> extraction wells EW-2 and EW-3. The WP is necessary and adequate [CA H&S Code, <br /> 25296 . 10(c)(3)] and the EHD anticipates granting final approval of the WP following a 30 <br /> day public comment period regarding the proposed corrective action (see attached <br /> public notice). <br /> To take advantage of construction activity on the site, you may proceed with trenching in <br /> the piping to the proposed treatment area. You may also proceed with installation of the <br /> two proposed extraction wells, but any additional DPE system installation or equipment <br /> purchases must await final approval of the proposed corrective action before <br /> proceeding . <br /> The EHD has received a well permit application, the $89. 00 permit fee and the $345. 00 <br /> inspection fee for the proposed installation of EW-1 and EW-2. Once the well permits <br /> have been approved , notify EHD of the proposed schedule for the work.
