Lagorio:
OnbehalfofMr. Mohamad Matar,Advanced GeoEnvironmental, Inc. (AGE) has prepared this letter
to inform the San Joaquin County Environmental Health Department (FED) no field work was
conducted at 1901 South El Dorado Street, Stockton, California (site) during the first quarter 2009,
except for the disposal of non-hazardous purge water. On 10 February 2009, approximately 110
gallons of non-hazardous purge water was pumped from on-site 55-gallon drums. Purge water was
generated during ground water monitoring events . Pumping, disposal and treatment was completed
by In Surat, Inc. of Rio Vista, California. A copy of the waste disposal manifest is included in
Appendix A.
A quarterly ground water monitoring event was not performed during the first quarter 2009 at the
site due to the current status the State of California Underground Storage Tank Cleanup Fund
(USTCF), which funds the site ' s environmental cleanup . As the EHD maybe aware, the USTCF has
notified all claimants payment of reimbursement requests are delayed beyond "historical time
periods". Reimbursement request for Mr. Matar for over $93 ,000 have been submitted to the USTCF
in December 2007 and February 2008 . It is unlikely Mr. Matar will receive the bulk of the
reimbursement monies for up to 18 months .
Mr. Matar does not have the financial capabilities to continue quarterly ground water monitoring
activities at the site until Mr. Matar can receive reimbursement from the USTCF . Therefore, on
behalf of Mr. Matar, AGE is requesting a suspension of quarterly ground water monitorin vities
(wells MW4 through MW-4) at the site until the fourth quarter of 2009 . Additionally, AGE is
requesting extension of deadlines for EHD-directives to perform a dual phase extraction pilot test
(est. cost $ 15,000), Cone Penetration Testing boring advancements (est. cost $25,000), and
additional ground water monitoring wel installation work plan (est. cost of well installs, $ 15,( 00)
931 Sham Road , Stockton, California 95215
Telephone (209) 467 -1006 Fax (' 209) 467- 1 t18
