El Dorado Street, Stockton, CA <br /> Dear Jeff: <br /> i <br /> In your February 16, 2000 letter, you directed our client, Mr. Stephen Valentine, to submit <br /> a work plan to define the vertical and lateral extent of the plume in soil and groundwater. <br /> Your letter included a recommendation to utilize cone penetration technology (CPT) with <br /> Simul-probe type sampling technology. <br /> { <br /> In response to this directive, Geological Technics Inc. submitted our April 11, 2000, work <br /> plan which included provisions for the advancement of 10 Geoprobe borings to investigate J <br /> the lateral extent of soil and groundwater contamination. The work plan stated that further <br /> vertical investigation will be proposed after several additional quarters of groundwater <br /> monitoring had completed. The plan also stated that continued vertical exploration at the <br /> site will require the use of expensive drilling technologies, such as mud-rotary, due to the <br /> heaving sands. Our April'11',"-2000 work p1ai was-subsequently denied,by-the-San,Joaquin _ <br /> County Public Health Services, Environmental Health Division (PHS/EHD) as <br /> documented in your May 17, 2000 letter. <br /> i <br /> In response to this denial, I called you and we discussed the status of the site in our May t <br /> 24, 2000, 4:50 P.M., telephone conversation. For clarification, I have outlined our two <br /> main discussion topics: <br /> • Contaminant Plume Vertical Definition — PHS/EHD determined that the work plan <br /> did not adequately address the lateral extent of the contamination since the proposed <br /> 'Geoprobes' depth of 30 feet below grade surface (bgs) would not detect the plume <br /> documented to exist below this depth.
