EI Dorado St. <br /> Stockton, CA 95204 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed <br /> correspondence (the GTI letter) dated January 23, 2009, and Report Groundwater <br /> Monitoring 1st Quarter 2009 & Remediation System Status Report (QR), dated April 3, <br /> 2009, both submitted on your behalf by Geological Technics, Inc. (GTI). <br /> In the GTI letter, GTI recommended reduction of the number of additional monitoring <br /> wells to be installed for additional site assessment as was proposed in the Additional <br /> Site Characterization Workplan (WP) dated March 18, 2009 which was approved by the <br /> EHD by letter dated October 27, 2008, and to focus on remediation. To date, the CUF <br /> has reimbursed is $1,082,897.00. Please note the EHD requires that adequate <br /> measures, including additional site assessment and remediation, be taken to pursue site <br /> closure in accordance with state law regardless of availability of additional monies from <br /> the CUF. <br /> To reduce the scope of work noted in the WP, GTI proposed installing one borehole <br /> downgradient off-site, approximately 40 feet north of MW-8, and if contamination is <br /> encountered, monitoring well MW-110 would be installed in the borehole. The EHD <br /> concurs with GTI's recommendation to focus site activities on remediation and approves <br /> GTI's proposal to conduct additional site assessment as noted in the GTI letter. Submit <br /> to the EHD a well permit application and $89.00 permit fee, and $315.00 inspection fee <br /> for each parcel drilled and a copy of the encroachment permit for the boring(s) in the <br /> public right of way. Once the well permits have been approved, notify the EHD of the <br /> proposed schedule for the work. The EHD requires a minimum 48-hour notice prior to <br /> initiation of any field work on the site. This proposed work should be performed within 60 <br /> days of the date of this letter. <br /> In the QR, GTI indicated that the operation of the dual phase extraction (DPE) and <br /> ground water extraction (GWE) system has been shut down on numerous occasions due <br /> to operating problems including iron-carbonate scale buildup in the groundwater <br /> treatment system, a possible release of tert-butyl alcohol (TBA) exceeding the City of <br /> Stockton Waste Discharge Permit, bio-fouling of the groundwater extraction storage tank <br /> and level gauge, and high water limit alarms. During the first quarter 2009, the thermal <br /> oxidizer was estimated to be in operation for 42.95 days and the total soil vapor mass of <br /> total petroleum hydrocarbons quantified as gasoline (TPH-g) removed was 2.39 pounds <br />
