I
1
EXHIBIT A
' July 21 . 199A - A meeting was held at the offices of the San
Joaquin County EHD to discuss what additional work would be
required in order to obtain site closure. In attendence were
' Stephen Valentine, owner of the property; William Hunter of Wm.
J. Hunter & Associates, (consultant to Mr_ Valentine, ) and Steve
Sasson & Margaret Lagorio from the County Environmental Health
' Division. It was agreed at that meeting that further excavation
was not practical due to space constraints. It was further
agreed that a soil boring in the middle of the site of the
removed tank would be sufficient to assess possible contamination
' beneath the site. Two methods were discussed; a conventional
small diameter auger hole, or a large diameter boring using a
much larger rig. Either method would be agreeable to the County.
Mr. Hunter made an inspection of the large diameter boring
equipment and discussed it' s operation with the drilling
' superintendent. As a result of that investigation and
conversations with Mr. Valentine, it was decided to use a
conventional auger rig to perform the work. A workplan to
accomplish that task is detailed below.
WORKPLAN FOE PLACING ONE SOIL BORING IN THE CENTER OF THE SITE OF
HE REMOVED WASTE OIL TANK AT 2315 EL WRADO ST STOCKTON, C
t1 . Mobilize Spectrum Exploration auger rig & support truck.
Work is to be conducted under approved drilling permit 0 93-2072,
issued October 8, 1993; it is attached as EXHIBIT B. The permit
' was submitted showing Osterberg & Stewart as the contractor
However, due to a scheduling conflict, Spectrum Exploration was
substituted; that change was approved by Steve Sarson of the
County EHD.
2 Spot rig on the site marked SB-5 on PLATE IV. which is the
center of the site of the removed waste oil tank on SB-5. The
' exact location of that removed tank has been determined by the
owner; it may not coincide exactly with the attached site snap.
It' s actual location will be measured and a revised map prepared
' upon completion of the work.
3 Using clean, 8 1/4" OD auger flights, the hole will be
' advanced to 40' bgl under the direction of a registered geologist
from Wm. J Hunter & Assoc.
' 4 . Soil samples will be taken at 5' intervals from 15' bgl to
40 ' using an 18" California Modified splitspoon sampler filled
with clean metal tubes.
5. One (1) sample tube from each cored interval will be briefly
' 4
