The results of that analysis, (-TARLX,_ IV &EXH13BIT F l showed that only motor oil was above detection limits The spoil removed from the waste oil site was also sampled, and tested as above; it too only indicated motor oil , STABLE IV & EXHIBIT_F) The excavation was filled by placing clean fi] l on bottom and covering it with the .removed spoil. The excavations were later covered with asphalt In October, 1989, the owners removed a portion of the asphalt, and hand augered to about 23 feet in approximately the middle of the site of the removed waste oil tank, where a soil sample was taken Laboratory analysis measured oil, (as motor oil , ) at 280 ' mg/kg However, since no attempt was made: to properly clean the auger between runs, proper field sampling and preserving tech- niques were not followed or documented, and the work was not witnessed by properly licensed personel, the laboratory results cannot be considered as indicative of actual condit.:Lons . After completion of the boxing, it was reported that the removed spoil was returned to the hole and covered with asphalt. No work has been done on the site since the above sampling was done. On August 18, 1993 , the San Joaquin County PHS, Environmental ' Health Division, wrote to the owners stating that since contam-- a.Ration was indicated beneath the waste oil tank, a workplan for investigating the extent of that contamination must be submitted to the County EHD by October 1 , 1993, and the work mast be com- pleted by November 1 A copy of that correspondence is attached as EXHIBIT- G- A workplan to perform that investigation was prepared by Wm. J. Hunter & Associates & submitted to the County ' EHD along with the application for a drilling permit and the necessary fees A copy of that workplan, (wfo the attaehements, ) is included as EXHIBIT H. Hunter arrived on location at 0810 hours, Spectrum exploration auger rig #812 and support truck arrived shortly thereafter After- reviewing the workplan and safety procedures, the rig was spotted over soil boring #3, as shown on YIATES V &_VAI_ The rig was equipped w.cth sufficient clean, 8 1/4 ' OD hollow-stem auger- flights to complete each roil boring 4 1
