The excavations were later <br /> covered with asphalt <br /> In October, 1989, the owners removed a portion of the asphalt, <br /> and hand augered to about 23 feet in approximately the middle of <br /> the site of the removed waste oil tank, where a soil sample was <br /> taken Laboratory analysis measured oil, (as motor oil , ) at 280 <br /> ' mg/kg However, since no attempt was made: to properly clean the <br /> auger between runs, proper field sampling and preserving tech- <br /> niques were not followed or documented, and the work was not <br /> witnessed by properly licensed personel, the laboratory results <br /> cannot be considered as indicative of actual condit.:Lons . J.
