El Dorado Street, Stockton,CA 95204 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Subsurface <br /> Investigation Work Plan and Agency Response (WP) dated December 3, 2007, submitted on your <br /> behalf by Contestoga-Rovers &Associates (CRA)and has the following comments. <br /> In the WP, CRA proposes to investigate the vertical and lateral extent of the plume of dissolved <br /> petroleum hydrocarbons by advancing three Cone Penetrometer Testing (CPT) soil borings (CPT-1 <br /> through CPT-3) to 80 feet below surface grade (bsg) and to collect groundwater samples at <br /> approximately 50, 65, and 80 feet bsg, and installation two monitoring wells, MW-7 and MW-8, <br /> with screen intervals to be approximately 5 feet above to 10 feet below first encounter groundwater. <br /> The EHD approves the advancement of the CPT borings and installation of the monitoring wells as <br /> indicated in the WP, but recommends that CPT-2 and CPT-3 be relocated to areas of known <br /> contamination. The EHD believes that CPT-2 should be advanced near MW-2 adjacent to tank pull <br /> soil sample SS-10 E @ 16 feet bsg, taken July 10, 1990, which contained 160 parts per million <br /> (ppm) total petroleum hydrocarbons quantified and gasoline (TPH-g) and CPT-3 should be <br /> advanced near the south east dispenser tank pull soil sample SS-8 taken July 10, 1990 which <br /> contained 1,200 TPH-g. The EHD recommends that the CPT borings not bottom in sand units, but <br /> penetrate into the underlying fine grained unit to ascertain the sand unit thickness. The grab water <br /> samples should be collected from permeable units identified on the CPT logs,particularly from the <br /> sand unit located approximately 65 to 75 bsg if present. Proposed monitoring wells MW-7 and <br /> MW-8 should be constructed similar to previous wells as much as possible to have comparable <br /> ground water data. <br /> Submit to the EHD a well permit application and $89.00 permit fee. Once the well permit has been <br /> approved,notify the EHD of the proposed schedule for the work. The EHD requires a minimum 48- <br /> hour notice prior to initiation of any field work on the site.
