Attending the meeting were you representing Bulk Transporation,Kevin Krause representing Foss
Environmental&Infrastructure, and Rodger Witham representing Hygienetics Environmental,and-Margaret
Lagorio,Nuel C.Henderson, and Jeff Wong representing EHD. The following is a summary of the site
discussions at the meeting.
EHD provided pages from Appendix A of the Tri-Regional Board Staff Recommendations that listed
information to be contained in a Site Contamination Work Plan and a Soil Remediation Work plan. The work
proposed for this site is a combination of these two types of work plans. It was explained that the work plan
and addendum prepared by Hygienetics lacked details on the volume of the soil to be excavated based on
dimensions of the area to be excavated, soil sampling locations, proposed area of placement of excavated soil
during investigative/remedial process, plan for disposition of soil that would determine amount of sampling for
the stockpile and a drawing showing the site with the location and boundaries of the area to be excavated.
EHD also explained that excavation currently is not the technology typically used for preliminary investigations
of underground storage tank contamination, and may not be the most cost-effective way to approach the
investigation. EHD agreed to approve the scope of work if the above details are provided and the maximum
excavated amount is less than 200 cubic yards.
It was discussed that if reimbursement for your costs from the State Water Resources Control Board(SWRCB)
Clean Up Fund is planned, the work must be necessary and be the most cost effective corrective action. If
excavation and disposal of contaminated soil regardless of necessity,cost-effectiveness and reimbursement
from the SWRCB Clean Up Fund is planned, please inform us of that in writing, with details on the work to be
performed. Submit the above information to EHD by May 8,2003.
If you have any question please contact Jeffrey Wong at(209)468-0335.
Donna Heran,REHS,Director
Environmental Health Department
Jeffrev Wong,Senior RENS 7f,garet^lg,,io,Supervtsor
LOP/Site Mitigation Unit IV LOP/Site I Mitigation Unit IV
c: CRWQCB,Central Valley Region—James Barton
Hygienetics Environmental--Rodger Witham
Foss Environmental—Kevin Krause
