----- Original Message -----
From: Kasey Foley JEHI
To: Don
Cc: David Irey (E-mail); Toua_Yang [EH] ; Linda Turkatte [EH]
Sent: Tuesday, July 24, 2007 11:07 AM
Subject: RE: 2005 SB -989 testing - Village West Marina
Mr. Manthey,
I did receive your email and letter and am unclear as to why you felt you could not use the secondary containment testing
form that you used for all your other UDC secondary containment testing. That is the same form other testing companies
use for all types of secondary containment testing, including the same 24 hour lake test you performed.
Please be aware that all testing (monitoring certifications [CCR 2638(d)], secondary containment testing [CCR 2637(f)],
spill bucket testing [CCR 2638(d)], etc.) must be submitted (by the owner or operator) to this office within 30 days of
testing regardless of whether the inspector asks for it.
Your letter explaining your test protocol lacked any specific information regarding the method for measuring the water in
the UDC's. Typically the water level is measured and written down prior to taping off the dispenser then measured again
24 hours later when the tape is removed or spray paint is used to identify the water level prior to taping off the dispenser.
Without this information, how were you able to determine the water level did not change?
Please provide this office with the method by which the water level was measured. If that is not possible, we will require
the testing be performed again.
Thank you for you help with this.
Kasey L Foley, R.E.H.S., Program Coordinator
San Joaquin County Environmental Health Department
600 E. I have not heard from you yet and was wodnering if a
decision has been made in this process. To assist you further, I have attached a letter outlining the method of
testing and the test results for work performed in September 2005 at Village West Marina.
Please, advise me of your decision in this matter when it is convenient for you.
Thank you very much,
Don Mathey - Office Manager
Donlee Pump Co.
