A < <br />,ti ke. <br />2825 Railroad Ave., Ceres, CA 95307 <br />Monday, July 16, 2007 <br />Attn: Kasey Foley <br />San Joaquin County Environmental Health <br />304 East Weber Avenue, Third Floor <br />Stockton, CA 95202 <br />Ph: 209-468-3451 <br />Re: SB -989 testing performed at Village West Marina. <br />I am writing this letter in regards to SB -989 testing that was performed at: <br />Village West Marina 6649 Embarcadero Drive, Stockton, CA 95219 <br />As you may be aware, the Under Dispenser Containment (UDC) pans failed testing because of Delta <br />movement. This is a unique situation that provided a challenge in trying to test the UDC's. Each time a <br />wave or water movement hit the docks, it would fail the test. Because of this the test results were found <br />"inconclusive". <br />Donlee Pump spoke with Michelle Lee at SJCEH a number of times over the next few business days to <br />discuss options to a different method of testing. Michelle Lee finally concluded that Donlee Pump could <br />shut down the dispensers for a 24-hour period, fill the UDC's, and tape them off so that tampering would <br />be evident if done so. We proceeded with this test method (with Michelle Lee present) and 24 -hours later <br />met with Michelle Lee on-site and removed the tape and checked the UDC's. At that time, Michelle Lee <br />approved the test method and signed off the SB -989 test results as complete (PASSED) for Village West <br />Marina. <br />Michelle Lee noted these findings down in the SJCEH file for Village West Marina and did not mention <br />needing anything further from Donlee Pump. Donlee Pump assumed that all was compliant at that time. <br />Donlee Pump was not aware of a test form that covered this type of test and SJCEH did not request that any <br />form be created at that time. <br />I hope this clears up this matter. Village West Marina is due again soon for their SB -989 testing and Donlee <br />Pump assumes that the same test method will be used for the UDC's, as the same Delta movements will <br />again play a part in failing the UDC tests. <br />Lastly, if you know of any form that is used for this type of test method, Donlee Pump will be happy to <br />complete it and return to SJCEH and the customer the their records.
