ENHANCED VAPOR RECOVERY RJ <br />In March of 2000, the California Air Resources <br />Board adopted new, more stringent vapor recovery <br />requirements for gasoline dispensing facilities. The <br />new program is titled "Enhanced Vapor Recovery' <br />(EVR). EVR was developed to promote enhanced <br />vapor recovery system reliability and to seek further <br />vapor emission reductions to meet both California <br />and Federal Air Quality Requirements. These new <br />compliance requirements and certification proce- <br />dures for vapor recovery equipment constitute the <br />most stringent and Comprehensive performance <br />and reliability requirements in existence fot,Vapor <br />Recovery Systems. Phase 1 EVR is now in force in <br />California. Additional EVR requirements, including <br />those for Phase 2 vapor recovery equipment, will <br />be phased in based on the timeline defined in the <br />regulations (www.arb.co.gov/vaporjvdpor.htm). <br />outside of California, EVR, or certain components of <br />EVR, is being adopted or considered in many areas. <br />Some important nevi requirements for a certified <br />EVR Phase 1 System include: <br />• EVR System Certification Test Protocol "AII <br />Phase 1 vapor recovery components must now' " <br />be installed, tested; and certified as a complete - = <br />Integral Phase I 'Sj s em <br />• EVR System Efficiency —Must "now exceed <br />98% versLis the"95% previously required. 1 <br />EVR System Performance — A otvaHe leak rates <br />for components such as, spill container drain <br />valves, overfill valves,and pressure vacuum <br />vents have been reduced by 50/0. <br />• EVR System Reliability — Operating test period <br />for certification of a complete system has been <br />increased to a minimum of 180 days frons the 90 <br />day individual component test period previously <br />required.
