Once the DPE system has been installed , AGE proposes to collect influent and effluent soil
gas samples and DPE (pre-treatment, intermediate-treatment, and post treatment) water
samples daily during approximately the first week of operating the remediation system . AGE
proposes to analyze the samples for TPH-g , BTEX, MTBE , TBA and 1 ,2-DCA. Based on
historical analytical data, the EHD believes TBA should be omitted and TAME should be
added to the list of analytes .
Also during the first week of operations , AGE proposes to monitor daily the operational
parameters : depth-to-water measurements, soil-vapor concentrations , DPE air flow, vacuum ,
total gallons of water extracted , pressure , pH , temperature, and volume of processed vapor.
Following the initial first week of operating the DPE system , AGE proposes to monitor
operational parameters weekly, and monthly collect and analyze influent and effluent soil gas
samples for TPH-g , BTEX and MTBE ; and monthly collect and analyze groundwater from the
pre-, med- and post-treatment sampling ports for TPH-g , TPH-d, BTEX, MTBE , ETBE , TAME,
DIPE , TBA, 1 ,2-DCA and EDB.
AGE proposes to process the DPE groundwater through three 2,000-pound vessels
containing liquid-phase activated carbon prior to discharging the groundwater into the sanitary
sewer system under City of Stockton permit; and process the DPE soil vapor through an
electric-heated catalytic oxidizer prior to entry into the atmosphere under San Joaquin County
Air Pollution Control District permit.
AGE proposes to submit a report of findings following the well installations, baseline
groundwater sampling event and installation of the DPE system; and quarterly thereafter,
AGE proposes to submit reports documenting the system performance .
The EHD approves the work plan as summarized above. On 30 September 2011 , the EHD
posted public notification of pending approval by this department of the Remedial Action Work
Plan to implement remediation at this site. The public has 30 days to express concerns
regarding the pending remediation at this site. If none is received, fieldwork may commence
on 31 October 2011 .
