The fuel tanks are indicated to have been the property of Union Oil Company
and leased to Western Lumber Sales for $100 per year
i4 There is a notation in the notes of a County Health District inspector dated
October 27, 1988 indicating the presence of a 2,000 gallon diesel AST in the
i vicinity of the "Oil Storage" building The inspector attached a map with a hand
drawn representation of the building and the adjacent AST (attached as Figure
2). This location is in the same place as the 1,000 gallon AST in the 1969
Assessor's notation. This may be a replacement of a former tank since the sizes
do not agree
5 There is a low altitude, oblique angle, air photo currently on display in the office
of Cutter Lumber that shows the oil supply building, the two fuel pumps, and a
large, cylindrical AST The tank appears to be larger than the 2000 gallon tank
I noted above, and in a slightly different location The tank in the photo is located
south of the building and near the western fence line. There is also what appears
to be a large, stained area in a position dust to the north of the pumps, and in the
truck entry-way This entry way is still in existence but is no longer used The air
photo is said by Otter personnel to have probably been made in the late 1980's
While it not clear how many tanks may have existed over the years from 1949 to 1989
in the vicinity of the oil supply building, there were certainly at least three, and a case
can be made there may have been as many as five tanks It is clear that all of these
tanks were in the vicinity of the former oil supply building which was about 40 feet
I from the water well. It is also clear that at least one of the tanks was located below
ground It is not known if one or more of the tanks or piping runs may have leaked
and impacted the water well.
I2.0 PROPOSED INVESTIGATION
I In order to help assess whether the former tanks may have impacted the water well
the following work is being proposed by the Bank of Stockton
I1 Use hand auger soil boring equipment to drill soil borings in the vicinity of the
former oil supply building to a depth of 20 feet Soil samples will be collected
from the borings and submitted for laboratory analysis to determine if
petroleum hydrocarbons are present in the vadose zone
10
I
