GEOTHASE <br /> ENVIRONMENTAL <br /> Public Notice <br /> Fact Sheet <br /> Case Closure for Leaking Underground Storage Tank(UST)Site <br /> Geo-Phase Environmental Inc.,on behalf of the San Joaquin County Environmental Health Department(SJCEHD), <br /> invites public comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking underground <br /> storage tank(LUST)cases at the below subject site(Site). <br /> SUBJECT SITE: <br /> Site Name: Cutter Lumber Products-Western Lift(Cases 1 &2) <br /> Site Address:3930(aka 3430)S.El Dorado Street, Stockton, San Joaquin County,California <br /> GeoTracker Global ID#s:T10000004185&T0607700498 <br /> PUBLIC COMMENT PERIOD: 1 September- 1 November 2013. <br /> CASE SUMMARY: SJCEHD and the Central Valley Regional Water Control Board(RWQCB),-in cooperation <br /> with the owner,Cutter Lumber Products,and the responsible party,Bank of Stockton,and their environmental <br /> consultants have evaluated soil and groundwater conditions, and health concerns at the subject Site resulting from <br /> two historical unauthorized releases of gasoline from UST systems formerly used for fueling operations when the <br /> site was operated as a lumber yard. The Case 1 release was discovered in 1991 when former tanks were removed <br /> and the Case 2 release was detected in 1996 when a water well was found contaminated with gasoline from an <br /> unknown source. Shortly thereafter the exact location of a previously unknown tank was identified and soil borings <br /> confirmed it had been removed and had been the source of the gasoline release. <br /> The soil and groundwater investigations of the Case 1 release occurred from 1991 to 2009. Gasoline-impacted soil <br /> was excavated and removed,and the groundwater was investigated. The impacted groundwater was confined to the <br /> site,and natural processes reduced the residual groundwater contamination to the point where it was no longer <br /> detectable. The Case 2 release was discovered in 1996 when a previously unknown UST was identified. The <br /> investigations of the Case 2 release were conducted from 1996 to 2012. Soil and groundwater remediation was <br /> conducted.from 2005 to 2012 and about 1/3 to 1/2 of the estimated 11,000 pounds of gasoline was removed from the <br /> soil and about 99 percent of the gasoline dissolved in the groundwater was removed. The residual plume of <br /> impacted groundwater extends from the groundwater surface at about 25 feet to a maximum depth of about 45 feet. <br /> Groundwater monitoring wells demonstrate the plume extends a short distance under a public roadway near the <br /> point of release,but has not affected any other sites. A health risk assessment completed in 2012 found that a <br /> limited potential for indoor air intrusion of volatile vapors exists for the subject Site,but not for adjacent sites. On <br /> the basis of previous investigations,groundwater monitoring,and remedial actions,the SJCEHD concluded the Site <br /> has been remediated to a level that is protective of the environment and of human health for current and future Site <br /> use and for adjacent off-site areas,and that natural processes will continue to degrade the residual petroleum <br /> hydrocarbon contamination. <br /> The SJCEHD submitted a Closure Summary to the RWQCB in July 2013. The RWQCB concurred with the <br /> SJCEHD closure recommendation later in the same month. After the receipt of notification that all case closure <br /> activities are completed,the SJCEHD intends to issue a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION: General information regarding the site can be obtained from the <br /> GeoTracker website.
