/&/M- k7KAll* .
 1
Public Health Services, Environmental Health Division (PHS/EHD)
recommends denial of the proposed lot line adjustment for the
following reasons:
1) Proposed New Parcel 1 is a site which formally had
five underground fuel tanks on it, (3) 10, 000 gallon
diesel fuel tanks . and (2) 5, 000 gallon tanks whichg
contained both diesel and gasoline over eriod of time.
All five tanks were removed May 30, 1 90, and
investigative activities since have revealed substantial
hydrocarbon - contaminated soils, with an estimated 8,500
cubic yards of these soils still in the grounds.
Monitoring wells have been installed on Parcel 1 and
laboratory results confirm that the groundwater beneath
the site is also contaminated. Groundwater - gradients
remain unestablished at this time and the quarterly
monitoring reports required under the California Code of
Regulations, Title 23 , Chapter 16, Article 5, Section
2652 , have not been submitted over the last three
quarters. The cleanup of this site will demand a long
term commitment on the part of its owner.
2) The proposed New Parcel 2 currently has
approximately 5000 cubic yards of contaminated stockpiled
soil which were excavated from proposed New Parcel 1.
These stockpiled soil need to be removed or remediated
prior to the lot line adjustment to avoid having Parcel
2 identified as a contaminated site as well.
3) Proposed New Parcel 2 currently has a deep water
supply well capable of producing water at a leveled rate
of approximately 379 . 6 gallons/at 103PSI2. This well,
if placed in service, could dramatically complicate the
groundwater cleanup of Parcel 1 by drawing down on and
pulling laterally on the contamination plume. PHS/EHD
strongly recommends the destruction of this abandoned
well under the requirements of San Joaquin County
Ordinance No. 1862 . Contact with a representative of the
California Water Service stated, they can provide public
water to this site if desired.
I ERM West letter dated January 3, 1991
2 ERM West Phase II Environmental Property Assessment February
10, 1990.
