LA-92- <br /> 16, Lot Line Adjustment of Assessor' s Parcel Nos 175-250- <br /> 05 & 193-020-08. <br /> Public Health Services, Environmental Health Division (PHS/EHD) <br /> recommends denial of the proposed lot line adjustment for the <br /> following reasons: <br /> 1) Proposed New Parcel 1 is a site which formally had <br /> five underground fuel tanks on it, (3) 10, 000 gallon <br /> diesel fuel tanks and (2) 5, 000 gallon tanks which over <br /> a period of time contained both diesel and gasoline. All <br /> five tanks were removed May 30, 1990, and investigative <br /> activities since have revealed substantial hydrocarbon - <br /> contaminated soils, with an estimated 8,500 cubic yards <br /> of these soils still in the grounds. <br /> Monitoring wells have been installed on Parcel 1 and <br /> laboratory results confirm that the groundwater beneath <br /> the site is also contaminated. Groundwater gradients <br /> remain unestablished at this time and the quarterly <br /> monitoring reports required under the California Code of <br /> Regulations, Title 23 , Chapter 16, Article 5, Section <br /> 2652 , have not been submitted over the last three <br /> quarters. The cleanup of this site will demand a long <br /> term commitment on the part of its owner. <br /> 2) The proposed New Parcel 2 currently has <br /> approximately 5000 cubic yards of contaminated stockpiled <br /> soil which were excavated from proposed New Parcel 1. <br /> These stockpiled soil need to be removed or remediated <br /> prior to the lot line adjustment to avoid having Parcel <br /> 2 identified as a contaminated site as well. <br /> I ERM West letter dated January 3, 1991 <br />
