Pilot Testing Report and Conceptual Corrective Action Plan July 15, 1994
Manna Pro, 4004 South El Dorado, Stockton, CA 28
' Thermal oxidation can operate at high hydrocarbon concentrations (>12,000µg/1) by utilizing
the hydrocarbons as fuel for combustion Thermal oxidation is not economical at lower hydrocarbon
' concentrations due to energy costs Vapor concentrations over 16,00011 g/I must be diluted
prior to thermal oxidation treatment It should be noted that the hydrocarbon mass loading rate
should decrease significantly during the first several weeks of system operation The rate of this
decrease can not be projected with any degree of certainty without sustained operational and
' laboratory analytical data Typically, systems are operated using destructive technologies (thermal
or catalytic oxidation) during the initial stages of system operation, then activated carbon is Used
once hydrocarbon levels have decreased below 250l4g/I
1
The actual removal rates are effected by water table fluctuations, volatilization rates, soil
' characteristics and/or natural biodegradation The estimated removal rates are intended to provide
an estimate of the magnitude of the hydrocarbons which would be removed by a sal vapor
' extraction system during the initial stages of vapor extraction Removal rates will decline over time
This estimate is required in order to evaluate the need for vapor treatment technologies and overall
feasibility of soil vapor extraction
634 Permitting
' Permitting of the system will be coordinated through the SJCPHS Prior to final system design, the
air and groundwater discharge limits will be obtained from all applicable regulatory agencies Based
on the requirements of the discharge limits, a treatment system (or systems) will be specified and a
monitoring program prepared The monitoring program will be used to optimize system
' performance and to ensure compliance to all regulations
' 7.0 CORRECTIVE ACTION PLAN
71 Final System Design
A design package will be developed that will contain a Piping and Instrumentation Diagram, a
' Hazard Classification Area Diagram, an Electrical One-Line Diagram, an Equipment Layout Diagram,
technical discussion, installation details, manufactures literature and engineering calculations The
' document will also contain necessary information to permit the system installation
' 2819R034 070
GROUNDWATER
' TECHNOLOGY, INC
