0 0 <br /> 7.3 GENERAL EVACUATION PLAN <br /> In case of fire, explosion, or toxic vapor release and a site evacuation is <br /> ordered by the TM/HSO the following steps shall be performed: <br /> • Announce the evacuation via radio/horn. <br /> • Evaluate the immediate situation and downwind direction. All <br /> personnel will evacuate in the upwind direction. <br /> • All personnel will assemble in an upwind area when the situation <br /> permits and a head count will be taken by the TM/HSO. <br /> • Determine the extent of the problem and dispatch response teams in <br /> protective clothing and self-contained breathing apparatus on-site to <br /> evaluate any missing personnel and correct the problem. <br /> 7.4 FIRST AID <br /> Qualified personnel on site shall give first aid and stabilize any worker <br /> needing assistance. Life support techniques such as cardiopulmonary <br /> resuscitation and treatment of life-threatening problems such as bleeding, <br /> airway maintenance, and shock shall be given top priority. Professional <br /> medical assistance shall be obtained at the earliest possible opportunity. If <br /> assistance beyond first aid is required, phone 911, and request emergency <br /> medical assistance. <br /> A first aid kit and emergency eyewash shall be maintained readily <br /> accessible to all workers. <br /> Emergency first aid for exposure, inhalation, or exposure to organic <br /> compounds is summarized in the following paragraphs. <br /> 7.4.1 Eyes <br /> Flush eyes immediately with fresh water for at least 15 minutes while <br /> holding the eyelids open. If injury occurs or irritation persists, transport <br /> person to emergency room as soon as possible. <br /> 7.4.2 Skin <br /> Wash skin thoroughly with soap and water.
