During the inspection approximately 85 gallons of Sanacor 2621,At least 2,000 gallons of diesel fuel, 1,000 pounds of calcium chloride, greater than 55 gallons of transformer oil, greater than 55 gallons of hydraulic oil, and containers of calcium metal, lithium metal and sodium metal were found on site that have not been reported and the updated information has not been submitted. Within 30 days of one the following events, business shall electronically update the information submitted to the California Environmental Reporting System (CERS): -A 100 percent or more increase in the quantity of a previously disclosed material. -Any handling of a previously undisclosed hazardous materials -A change of business address, business ownership, or business name. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. This is a Class II violation. 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. Documentation showing initial and annual refresher training of the following elements was not available at the time of inspection: 1. Familiarity with the emergency response plans and procedures in the event of a release or threatened release of a hazardous material; (Emergency Response/Contingency Plan familiarization). 2. Immediate notification contacts to the appropriate local emergency response personnel and to the unified program agency; (spill reporting). 3. Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment; (spill response). 4. Evacuation plans and procedures, including immediate notice, for the business site; (evacuation training). The business plan shall include provisions for ensuring that appropriate personnel receive initial and annual refresher training. This training shall be documented electronically or by hard copy and shall be made available for a minimum of three years. Immediately provide employee training for appropriate personnel and submit a copy of the training records to the EHD. This is a Class II violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection, July 29, 2019. The EHD has written this complete report which replaces the initial checklist. Dates of inspection: 7/29, 7/30, 8/7 and 8/8. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the completed inspection report.
